In the pre-construction of the project and in accordance with the terms of the contract, Centragas got the financial resources required for the construction of the pipeline through the emission of bonds on the international market worth MUS $ 171.0. In addition it was necessary to develop, in accordance with the requirements of the Ministry of Environment, the Social Management Plan to define areas of influence of the project, its characterization and implementation of both compensation and mitigation measures, in the towns near the pipeline and particularly with indigenous Wayuú communities, in the sector of La Guajira.

The Ministry of the Environment issued on July 25, 1994 , the Environmental License # 204, authorizing the construction of the pipeline. Provided all the recommendations of the Ministry of Environment and economic resources preparations, the Initiation Act of this contract was signed on December 14, 1994, starting off construction on January 21, 1995, with a completion phase on the 24 February 1996. Centragas subcontracted construction with the firm Techint and the auditing and supervision of the project with Promigas.

The Ballena - Barrancabermeja pipeline has a Gas Dehidration plant in ballena (km 0 +000), which is essential for maintaining the gas in the humid conditions required for its transport and Terminal station in Barrancabermeja (km 578.8 + 000) , telecommunication system along the route, pig launching and receiving traps, ESD valves, Compression stations, among others.

The 578.8 km construction of the main line was performed in 18-inch diameter pipe, with a thickness of 0,344" and API 5LX-60 quality; The 199 km of gas branches to 31 beneficiary towns of the project in its initial phase, were built in 2"to 4" diameter pipes, API 5L Gr. B quality.

The nominal transporting capacity of the Ballena - Barrancabermeja pipeline is of the order of 108 mmcf / d, a pressure conditions of 1.200 psi in the Ballena station and 300 psi in Barrancabermeja , using only the pressure from the Chuchupa production fields (out-coast). Capacity is increased by installing compression stations.

Today, with the compression stations of Hatonuevo, Norean, and Casacara which serves as a support system, the transport capacity is approximately 160 mpc/d.

It benefits directly 31 municipalities from the Departments of La Guajira, Cesar, Magdalena and Santander . Its interconnection with other backbone pipelines facilitates the transport of gas to Cali and Bogotá. During the first semester of 1998 its operation was vital to deal successfully with the effects of El Niño climate phenomenon.

As for the characteristics of the gas extracted from the Chuchupa field (Department of La Guajira), we point out that it is gas with a calorific value (GHv) from 998 BTU / cubic foot and specific gravity of 0.5647, with 14 ppm mercaptanes.
